At a glance, the objectives of the One Muslim Dawah Welfare Organization:

1. To unite all Muslims under the shadow of Kalima Tayyiba.

2. To build oneself and one’s family life on the basis of Tawheed and Sunnah.

3. To avoid Shirk and Bid’ah, and to try to attain Taqwa through acquiring knowledge and action.

4. To try to fulfill the rights of the servant by understanding the meaning and adopting the principles of patience and forgiveness after studying some parts of the Quran and Hadith every day.

5. To be careful and humble in prayer, and to try to attain Paradise through good deeds.

6. To accept differences in Sunnah according to verse 159 of Surah An’am and to stay out of differences and factions.

7. To try to gain the welfare of the religious world by making oneself and one’s family suitable and to make plans and implement them to be financially self-sufficient.

8. To develop Muslims as believers by providing religious education in the morning for the younger ones and in the evening for the older ones in the mosque-based Maktab.

9. To arrange for the Bengali translation of some parts of the Quran and the Bengali meaning of a Hadith to be read aloud for a short time (5 to 10 minutes) after the Asr and Fajr prayers for the Muslims of each mosque to become aware of the Quran and Hadith.

10. To participate in mosque-based Dawah activities and to strive to become believers in order to attain Khushu (humility, humility, concentration) in prayer and to gain the guardianship of Allah through religious education.

11. Allah says, ‘Allah is the Guardian of the Believers’. Muslims hope to gain the guardianship of Allah by becoming believers.

Constitution

“One Muslim Dawah Welfare Organization”

Section-1: Name and Limits:

The name of this religious organization is “One Muslim Dawah Welfare Organization”. The activities of this organization will be spread all over the country with the approval of the appropriate authorities.

Section-2: Central Office: The headquarters of this organization will be located in Dhaka, the capital of Bangladesh. Current address: Syed Cottage, Plot No.-1389, 8/B, Block-A, Bashundhara Riverview, South Keraniganj, Dhaka. If the address of the organization changes, the registration authority will be informed.

Section-3: Principles:

The principles of all the activities of this organization will be Kalima Tayyiba: La-Ilaha Illallahu Muhammadur Rasulullah. There is no god but Allah and Muhammad (PBUH) is the Messenger of Allah, i.e. all activities will be conducted on the basis of Tawheed and Sunnah.

Article-4: Aim and Objective: To unite all Muslims of the world under the shadow of Kalima Tayyiba and to form an Islamic family and society free from shirk and bid’ah and to gain the pleasure of Allah for the welfare of this world and Paradise in the Hereafter.

4.1: To be diligent in implementing Tawheed and Sunnah:

To acknowledge that the Sovereignty of the worlds is only Allah, no one else, and to follow the Sunnah of the World Prophet Muhammad (PBUH) and to be diligent in implementing the provisions of the Quran and Sunnah at every level of life.

4.2: To follow the Quran and Sunnah unconditionally: To follow all the instructions that are in the Quran and Sunnah.

4.3: Not to disagree with each other about the Quran and Sunnah, but rather to keep the burden of judgment under the jurisdiction of Allah according to the Quran through verse 159 of Surah An’am. Verse 159 states: “Those who have created differences of opinion in religion and have become sects, you are not responsible for them; their affair is with Allah. Allah will inform them of what they used to do.”

4.4: To uphold the creed of “One Muslim” without any division among Muslims. To make every effort to strengthen unity. Allah says, “And hold fast to the rope of Allah (Islam) all together and do not become divided among yourselves.” Surah Ale Imran, verse 3;

4.5: As the followers of the Messenger (peace be upon him), to follow the Quran and Sunnah that were revealed to the Prophet. The workers of this organization do not have the opportunity to dispute and argue about the Sunnah. Whoever practices the Sunnah as he pleases, there is no need for anyone to take the burden of judgment from anyone else. Since the burden of judgment is under the jurisdiction of Allah, there is no room for dispute. They will seek the authentic Sunnah and try to practice the authentic Sunnah. The burden of each person’s action is on him.

4.6: Avoiding differences between Muslim brothers and continuing to practice the knowledge of the Quran and Hadith: Trying to gain closeness to Allah through practicing the Quran and Hadith and acting on it until the end of their lives. Accepting one Muslim and another Muslim as brothers wholeheartedly.

Article 5: Program:

With the aim of establishing a single and united Muslim community in the light of the sole leadership of Prophet Muhammad (PBUH), “One Muslim Dawah Welfare Organization” will implement the following activities:

5.1: With the aim of establishing basic worship: To form oneself and one’s family in the light of the Holy Quran and Sunnah and to continue Dawah and Tabligh to encourage the Muslim world to establish prayer, pay zakat, observe fasting and perform Hajj.

5.2: To unite, organize and enrich the Muslim community through this organization.

5.3: Promotion of Quran and Hadith education: The central “One Muslim Dawah Welfare Organization” organization will make great efforts to ensure the education of Quran and Hadith for every Muslim citizen.

5.4: Establishment of National Unity: “One Muslim Dawah Welfare Organization” firmly believes in the independence and integrity of its own country and is committed to its protection. Committed to employing all forces. This organization will play a role in establishing equality and friendship among different races, tribes, societies and classes in all regions of the country, creating harmony, and ending all kinds of class struggle, division and factions opposed to national interests.

5.5: Ending factionalism: In order to unite Muslims in the essence of the Holy Quran and Sunnah, their social life should be structured according to the Holy Quran and the authentic Sunnah. Efforts and care should be made to end all kinds of hatred and factionalism. Every Muslim should establish strong unity by ending factionalism in the family, society and state.

5.6: To make all Muslims one and the same, united nation in the essence of the Holy Quran and Sunnah by ending fiqh disagreements, political factions, caste differences based on blood, color, language and profession or all other sectarian divisions.

5.7: To instill in all Muslim women, men, children and adolescents the spirit of “One Muslim Dawah Welfare Organization” and to develop the habit of following the Islamic way of life.

5.8: Education and Training: To educate and make aware, to obtain the correct education of the Holy Quran and Sunnah within oneself and one’s family and to seek ways to gain closeness to Allah through deeds. Every Muslim man and woman shall take the responsibility of educating himself and his family in Islamic education and the means of acquiring Islamic education shall be the Holy Quran and Hadith.

5.9: To guide personal, family, social and political matters in accordance with the ideals of the Quran and authentic Hadith.

5.10: To make efforts to adopt and implement plans to educate and financially support oneself and one’s family.

5.11: To help achieve education and self-reliance, efforts shall be made to make the poor, illiterate and economically backward sections of the society educated, capable of earning and self-reliant.

5.12: Unemployment and Poverty Alleviation: To establish industrial factories, Islamic Shariah-compliant financial and productive institutions with the aim of alleviating unemployment and poverty.

Article-6: Qualifications for Membership:

6.1: Any adult Muslim man or woman can become a member of a Muslim organization. He/She shall understand the objectives of the organization and abide by its rules and regulations.

6.2: He/She shall practice the Holy Quran and Hadith and lead a life free from polytheism and innovation. From factionalism and division over differences in Hadith

Abstain, if you find an authentic Hadith, act on it.

6.3: To obtain membership, you must fill out the application form prescribed by the organization and submit it to the president/secretary. If the submitted application form is approved by the center/district/regional/social committee, you can obtain membership of the organization subject to payment of the prescribed admission fee and monthly subscription.

Article-7: Disqualification from membership:

No leader or worker of any organization or organization whose goals, objectives and programs violate the sovereignty of Allah and the basic principles of Islam introduced by the Prophet (peace be upon him) will be able to hold any position in any social, regional, district or center of this organization.

Article-8: Organizational Management:

The following organizational measures shall be taken to implement the goals and objectives of the organization “Ek Muslim Dawah Kalyan Sangstha”:

General Council:

The General Council of “Ek Muslim Dawah Kalyan Sangstha” shall be formed by all the members admitted as per Article-6 and the founders and the General Council. The General Council shall be at least 3 times the size of the Executive Council and there shall be no upper limit to this Council.

Executive Council:

The Central General Council is the largest forum of Ek Muslim Dawah Kalyan Sangstha. The executive officers of the Central Executive Council, District, Regional and Social Committees shall be members of this General Council. This Council shall be elected or nominated for a term of 02 (two) years by direct vote of the General Council or on the basis of consensus. After the formation of the Executive Council, approval shall be obtained from the Registration Authority.

The structure of the Central Executive Committee consisting of 19 (nineteen) members shall be as follows:

4. Co-secretary                                                2 people.

5. Treasurer                                                      1 person.

6. Organizing Secretary                                  1 person.

7. Tabligh Secretary                                        1 person.

9. Planning and Development Secretary      1 person.

10. Publicity Secretary                                     1 person.

11. Women Affairs Secretary                          1 person.

12. Student Affairs Secretary                          1 person.

13. Information Technology Affairs Secretary     1 person.

14. Office Secretary                                           1 person.

Total =                                                             19 people.

Advisory Council:

The senior people who agree will be the members of the Advisory Council. Each Executive Council will form an Advisory Council for a period of two years at the first meeting of its formation. This Council will be formed by the benevolent senior leaders of Ek Muslim Dawah Kalyan Sangstha who are renowned academicians, scholars, researchers and respected persons.

Section-9: Powers and Responsibilities of the General Assembly:

a) Control all the activities of the organization.

b) Approve the annual budget of the organization.

c) Approve the audited accounts of the organization.

d) Act as the guardian of the organization’s constitution.

e) If any amendment to the organization’s constitution is required, it will be amended with the approval of 2/3 (two-thirds) of the members.

f) If there is a need to dissolve the organization, it will take a decision with the approval of 3/5 (three-fifths) of the members.

g) In times of disaster, it will take necessary decisions and they will be considered final.

h) Approve the financial regulations and service rules of the organization.

i) Call a meeting to bring a no-confidence motion against the Executive Council.

j) The Executive Council of the organization will be formed and approved.

k) The General Assembly will approve specific rules for the management of administrative activities and employees.

Article-10: Qualifications, Responsibilities and Duties of Leaders:

10.1: A person who is knowledgeable in the Quran and Sunnah and educated and has piety will get priority in gaining leadership.

10.2: One must be a follower of the Quran and Sunnah. One must try hard to remain free from polytheism and innovation.

10.3: Leaders at all levels must first perform the basic duties of Islam themselves such as prayer, fasting, Hajj, Zakat, and then invite their families, relatives, neighbors and acquaintances to the path of Islam with the help of the Quran.

10.4: No differences can be created and arguments can be made about Hadith. Everyone will follow the Hadith according to their own opinion. Everyone should keep a vigilant eye on the divisions and factions that exist in the Muslim world regarding Hadith. There can be no debate about whether the Hadith is authentic, weak, fake, etc. The responsibility of evaluating one’s actions should be left to Allah. Advice should be given with verses from the Quran. Creating differences over Hadith is against the principles of this organization. To build a life free from shirk and innovation, we should encourage each other to practice the Quran and Hadith. We should be aware that unity and strength are being destroyed due to differences among Muslims over Hadith. We want all Muslims in the world to be united.

10.5: Maintaining harmony, donating time and money:

All members of the One Muslim Dawah Welfare Organization should maintain mutual harmony and harmony; for the sake of Allah’s pleasure, they should also be the pioneers in donating time, labor and money regularly in proportion to their ability to implement the organizational agenda.

Article-11: Powers and Responsibilities of the Executive Council:

a) To conduct daily activities according to the organization’s constitution. To make income and expenditure according to the budget approved by the General Assembly. To approve daily expenses. To prepare the budget and present it to the General Assembly for approval.

b) To arrange for all accounts, expense vouchers, receipt books and cash books of the organization. To conduct annual audit of accounts by an approved audit firm/relevant social service officer.

c) To manage the bank account of the organization. To conduct all activities according to the goals and objectives. To appoint the necessary manpower to implement the activities of the organization and to determine the salaries and allowances of the appointed officers and employees. To determine the responsibilities and duties of the appointed officers and employees of the organization and to control them. To formulate service rules regarding the appointment of the organization’s manpower and to obtain the approval of the general assembly.

d) To form sub-committees to perform special tasks. To determine the day, date, time, place and agenda of the meeting. To undertake, implement and evaluate all administrative, management, project acceptance, and evaluation of the organization and to take measures to cancel the membership of any member according to Section-8.

e) To have the right to formulate specific rules for the management of administrative activities and employees.

Section-12: Duties and Responsibilities of the Executive Council in the Administrative System:

President:

a) The President shall serve as the constitutional head of the organization.

b) He shall preside over the meetings of the General Assembly and the Executive Council.

c) If there is an equal number of votes in any meeting, he shall resolve the problem by casting a casting vote.

d) He shall approve the expenses of the organization.

Vice-Presidents:

The Vice-Presidents shall provide overall support to the President in all the work of the organization and in the absence of the President, a Vice-President, based on seniority, shall act as the President in the management of the organization.

Secretary:

a) The Secretary shall serve as the executive head of the organization.

b) In consultation with the President, the date, time, place and agenda of the meeting

Shall issue notice of the meeting after determining.

c) Shall exchange correspondence on behalf of the organization and maintain contact with government, semi-government and donor organizations.

d) Shall take care of all the assets of the organization and consult with the concerned persons as needed.

6) Shall maintain the accounts of income and expenditure of the organization through the Treasurer.

f) Shall present the report of the work of the organization and audited accounts at the annual general meeting.

g) Shall prepare the annual budget and present it for approval at the general meeting.

h) He shall supervise, advise and encourage the work of the organization and shall represent the organization at any meeting and seminar.

i) He shall receive and interview any guest on behalf of the organization.

Co-Secretaries:

Co-Secretaries shall provide overall support to the Secretary in all the work of the organization and in the absence of the Secretary, shall perform the duties and responsibilities of a Secretary on the basis of seniority.

Treasurer:

a) He will perform all kinds of financial responsibilities of the organization.

b) He will receive all kinds of money, subscriptions, donations/grants of the organization through the receipt book and will arrange for the income and expenditure accounts to be recorded in the cash book.

c) He will take measures to preserve all kinds of financial accounts including the expenses of the organization, bill vouchers and members’ subscription accounts.

d) He will take all kinds of preparations for the organization’s monthly and annual income and expenditure accounts and audit reports.

e) He will arrange for the deposit of money in the bank and the withdrawal of money from the bank.

Organizing Secretary:

a) He will act as the coordinator of the organization’s work. New Member

He will take measures to make those who qualify for the post members members.

b) If there is any complaint from the general members, the Organizing Secretary will arrange to receive the complaint form of the general members and present it to the President/Secretary in due time.

c) He will strive to ensure the attendance of the concerned at various meetings and will maintain the attendance record.

d) The Organizing Secretary will record the minutes of all meetings of the organization and finalize it based on discussion with the Secretary.

e) He will perform the duties assigned to him by the decision of the Executive Council meeting.

Tabligh Secretary:

He will serve as the coordinator of the organization’s Tabligh.

Foreign Secretary:

He will serve as the coordinator between the members of the Tabligh going abroad and the Tabligh companions coming from abroad at the initiative of the organization.

Planning and Development Secretary:

He will be responsible for adopting and implementing various plans for the development of the organization.

Publicity Secretary:

He will be responsible for the publicity of the organization.

Women’s Affairs Secretary:

She will be responsible for the welfare and development work of the women members of the organization.

Student Affairs Secretary:

He will be responsible for the welfare and development work of the students on the initiative of the organization.

Information and Technology Affairs Secretary:

He will be responsible for the information and technology work of the organization.   

Office Secretary:

He shall be responsible for carrying out the official functions of the organization.

Article-13: Rules of the meeting:

(a) General Council Meeting: Generally: An annual general meeting shall be held

once a year. However, if necessary, the meeting may be called one year in advance. In this meeting, the report of the activities carried out by the Executive Council for the previous year, the income and expenditure account and the budget for the following year shall be presented and approved. The said meeting may be called with a notice of at least 15 (fifteen) days. The Secretary shall issue a written notice of the meeting in consultation with the President. The quorum of this meeting shall be fulfilled with the presence of 2/3 (two-thirds) of the members. The President shall preside over all meetings including the general meeting.

(b) Executive Council Meeting: Generally, the Executive Council meeting shall be held once every 3 (three) months. However, if necessary, the meeting may be called 3 (three) months in advance. The Secretary shall, in consultation with the President, issue a written notice specifying the place, date and subject of the meeting. The meeting may be called with at least 7 (seven) days’ notice. The quorum of such meeting shall be 2/3 (two-thirds) of the members.

(c) Emergency Meeting:

(1) An emergency meeting of the General Assembly shall be held with at least 7 (seven) days’ notice and an extraordinary general meeting shall be held with at least 3 (three) days’ notice. The Secretary shall, in consultation with the President, call the meeting. The quorum of such meeting shall be 2/3 (two-thirds) of the members.

(2) An emergency meeting of the Executive Council shall be held with at least 3 (three) days’ notice and an extraordinary meeting shall be held with at least 24 (twenty-four) hours’ notice. The Secretary shall, in consultation with the President, call the meeting. The quorum of such meeting shall be 2/3 (two-thirds) of the members.

(d) Call for meeting: If the President and Secretary fail to call a meeting for a long time, 2/3 (two-thirds) of the members of the General Assembly shall request the President in writing to call a meeting on the basis of a specific agenda. If the President fails to call a meeting within 30 (thirty) days of receiving the said notice, 2/3 (two-thirds) of the members of the General Assembly shall request the Secretary to call a meeting on the said specific agenda. If the Secretary fails to call a meeting within 15 (fifteen) days of receiving the said notice, the said members of the General Assembly shall call a call for meeting and arrange for the meeting to be held

and the decision of the members (two-thirds) present at the meeting shall be final. However, no other matters shall be discussed except the agenda stated in the notice.

(e) Adjourned Meeting:

If the meeting of the Executive Council, General Council meeting, General Meeting for amending the Constitution or an emergency meeting is adjourned due to the absence of a quorum or for any other reason, the meeting shall be held within the next 7 (seven) days on the same agenda. If the meeting is adjourned due to the absence of a quorum, the meeting shall be held as usual even if the quorum is not present at the next meeting and the decisions taken at that meeting shall be considered valid.

Section-14: Filling of Vacant Membership:

If any position of the Executive Council becomes vacant, an Executive Council member or a general member shall be appointed to fill the vacant position. This shall be done with the consent of the majority of the members at the Executive Council meeting.

Section-15: Branches of the organization: With the approval of the registration authority, branch offices of the organization can be opened outside Dhaka district. To establish social committees, regional committees, district committees and central committees to achieve the goals and programs of the organization.

Formation of social committees: At least three Muslims from any village, area or city of their country, any mosque or institution, can form social committees in their respective villages, areas and city mosques or institutions in accordance with the constitution of the “One Muslim Dawah Welfare Organization” organization.

Any Muslim man or woman from every village, area and city mosque or institution can enroll as a member of this social committee by accepting the goals, objectives and programs of One Muslim Dawah Welfare Organization. All these members will be at least 1 president, 3 vice presidents, 1 secretary, 2 assistant secretaries, 1 treasurer, 1 organizational secretary and these 9 active members of the Social One Muslim Dawah Welfare Organization Committee will form the social committee.

The president will be responsible for the formation and management of the local social “One Muslim Dawah Welfare Organization” along with the responsible workers of the said committee. Senior and respected

The advisory council of the social committee will be formed with respected individuals.

Among the Muslim women, those who will abide by the constitution of the ‘One Muslim Dawah Welfare Organization’ organization will be able to form a Women World Muslim Committee as per the rules. Women will be appointed to all positions including the president of the committee.

Formation of Regional Committee: A regional committee will be formed with two or more social committees. The office of the regional ‘One Muslim Dawah Welfare Organization’ will be established in a mosque or any convenient place.

On a designated day, a regional “One Muslim Dawah Welfare Organization” committee will be formed with all the 9 members responsible for two or more social committees, along with respected scholars, Ulamas, and well-wishers of the organization, along with people with organizational experience. The regional executive committee will be formed with 1 president, 3 vice-presidents, 1 secretary, 2 assistant secretaries, 1 treasurer and 1 organizational secretary. The rest will be general members.

The president will give one person in charge the responsibility of forming and managing the regional committee of the Women One Muslim Dawah Welfare Organization. Another person will be given the responsibility of forming and managing the regional student Muslim One committee.

Women and students will be the responsible persons appointed according to the rules of their respective regional committees. An advisory council will be formed with the senior respected benefactors of “Ek Muslim Dawah Welfare Organization”.

District Ek Muslim Dawah Welfare Organization Committee Formation Procedure:

A district committee of Ek Muslim Dawah Welfare Organization will be formed in each district. In any district, a district Muslim One committee will be formed by combining at least 6 social and three regional Ek Muslim committees. To form a district committee, a general council of a Muslim Dawah Welfare Organization will be formed, consisting of the members of the 9-member committee of the Social and Regional Committee and experienced persons in the presence of a Muslim benefactor, a Muslim scholar, an Ulama, and an educated and well-educated person. The district executive committee will be formed from the members of the 9-member Social and Regional Committee. A 5-member election commission will be formed from the members of this general committee. The election commission will form a district Muslim committee on the basis of its advice.

The District One Muslim Committee will have 1 President, 3 Vice-Presidents, 1 Secretary, 2 Assistant Secretaries, 1 Treasurer and 1 Organizing Secretary. These 9 people will be elected along with 1 Publicity and Publication Secretary, 1 Office Secretary, 1 Tabligh Affairs Secretary, 1 Foreign Affairs Secretary, 1 Planning and Development Secretary, 1 Women Affairs Secretary, 1 Student Affairs Secretary, 1 Information Technology Affairs Secretary, total = 17 people.

District One Muslim Dawah Welfare Organization Office: The District One Muslim Dawah Welfare Organization office or office will be established at a convenient place in the district.

Section-16 Election Rules:

16.1: Each member of the Regional, District and Central Executive Council must be a member of the Social Committee of their respective area of ​​One Muslim Dawah Welfare Organization.

16.2: The Election Commission of the members will form committees at each level based on the advice of the members.

16.3: No person can canvass for any social, regional, district executive or central executive post, but he can show interest.

16.4: If someone is nominated for a higher executive post at different levels of Muslim, he will resign from the lower executive or executive post, the concerned executive committee will fill the vacant post, and if any post is vacant in any way, it will be filled by a qualified person.

Article-17: Financial Management: “Ek Muslim Dawah Kalyan Sangstha” will have its own fund or fund to implement the goals, objectives and programs of the organization. All the money from each level will be collected through the receipt book printed from the center.

17.1: Members of each level will donate monthly yatah according to their ability for the pleasure of Allah and for gaining Paradise. Donations can be accepted from well-wishers of Ek Muslim for the needs of various events. Land, house or similar donations can be accepted for the said organization.

17.2: A social Muslim committee will keep 70% of the monthly collection and deposit the remaining 30% with a regional Muslim committee. A regional Muslim committee will keep 10% of the said 30% and deliver 20% to the district. The district will

The regional committee will keep 70% of the monthly yanat and send it to the center, keeping 10%. The district will keep 20% and send the remaining 10% to the center. Similarly, the regional committee will keep 70% of the monthly yanat and deposit 30% in the district, and the district will keep 10% and deposit 20% in the center; Similarly, the district will keep 70% of the money collected from the monthly yanat and pay 30% to the center. The yanat and money collected from the center will remain in the center. The center will get 10% from the social committee, the center will get 20% from the regional committee and the center will get 30% from the monthly yanat of the district.

17.3: The social committee will pay monthly yanat to one regional Muslim in one regional Muslim month, one district Muslim in one regional Muslim month and one district Muslim in one central Muslim month.

Section- 18: Expenditure of the One Muslim Dawah Welfare Organization:

18.1: The money received from the monthly yanat of each level will be spent on organizational work.

18.2: The surplus money can be spent on the emergency needs of the financially insolvent members of all levels of One Muslim.

Article-19: Bank Account For a sound financial system, a Muslim can have a social, regional, district and central bank account. The bank account will be operated with the signature of any two of the three persons: President, Secretary and Treasurer.

19.1: Every month, before the monthly meeting at each level, the income and expenditure should be audited by the internal audit committee and approval should be obtained.

19.2: Once a year, the income and expenditure of the center should be presented to the annual general meeting with the approval of the executive committee, subject to audit or audit.

Article-20: Appointment of Administrator/Supervisory Body:

The process of electing a new executive council should be started at least 30 (thirty) days before the completion of 2 (two) years. If due to any unavoidable and undesirable reason, it is not possible to hold the election on time, then the previous executive council can carry out its duties for an additional 3 (three) months after the completion of their term. Within this extended period, elections must be held and the responsibilities transferred to the new Executive Council. If even then it is not possible to hold elections, the Executive Council will automatically be dissolved and the Registration Authority will appoint an Administrator/Supervisory Body and arrange for the elections.

Article-21: Foreign Aid/Grants:

In receiving foreign aid/grants, the rules and provisions of the Foreign Donation Ordinance shall be followed. In receiving foreign aid/grants, the organization shall maintain accounts in any of the government’s scheduled banks.

Article 22: Resolution of Constitutional Problems: If any problem arises that does not fall under the provisions of the Constitution, a sub-committee shall be formed and its proposals shall be amended subject to the approval of two-thirds of the members of the Central Executive Committee. Which shall be presented at the annual general meeting and approved.

If there is a need to amend any matter in the Constitution, the said amendment proposal/motion shall be presented at the general assembly meeting. It shall be adopted with the approval of 2/3 (two-thirds) members of the General Assembly. The amendment to the Constitution approved by the general assembly shall be sent to the registration authority for final approval and shall come into effect as an amendment to the Constitution only if it is approved.

Section-23: Precedence of Laws and Rules: Notwithstanding anything contained in this constitution, the organization shall conduct all its activities in accordance with the laws in force under the Voluntary Social Welfare Organizations (Registration and Control) Ordinance, 1961 and the Rules, 1962. Other activities shall be effective subject to the approval of the concerned Ministry/Department/Authority.

Section-24: Dissolution of the Organization: If for any specific reason 3/5 (three-fifths) of the total members of the General Assembly of the organization desire its dissolution, an application shall be made to the Registration Authority in accordance with the rules. The Registration Authority shall take the final decision on the dissolution of the organization. In this case, with the approval of the Registration Authority, all the movable and immovable properties of the organization may be transferred to another organization of the same type with the approval of the Registration Authority. If any complicated situation arises in this regard, the decision of the Registration Authority shall be considered final.
